Inclusive Democratic Participation to Prevent and Counter Violent Extremism

Background and objectives
On November 24-25, 2021, the Permanent Secretariat of the Community of Democracies (PSCD) in cooperation with the Moroccan Ministry of Foreign Affairs, the Rabita Mohammadia of Ulemas[1], and the National Human Rights Council of Morocco is holding a Global Conference on “Inclusive Democratic Participation to Prevent and Counter Violent Extremism.” The event takes place in Rabat, Kingdom of Morocco, under the High Patronage of the Romanian Ministry of Foreign Affairs, as the Presidency of the Community of Democracies.
The main aim of the Conference is to provide a platform to discuss challenges and good practices in preventing and countering violent extremism (P/CVE) through inclusive democratic participation. Together with the two associated training sessions that took place in July 2021, the Conference will initiate a reflection on the means of providing youth with the necessary skills to help counter the scourges of violent extremism, both online and offline, and the means of immunizing young people against hate speeches. The conference will gather participants from Morocco, the wider African and MENA regions as well as relevant stakeholders from other parts of the world online with a participation of abovementioned conference organizers in Rabat.
The Event
The Conference will be held online on Zoom Webinars.
A limited number of participants will be physically present at Balafrej Conference Hall in the Ministry of Foreign Affairs of the Kingdom of Morocco in Rabat, including the Foreign Minister of the Kingdom of Morocco, Foreign Minister of Romania, Secretary General of the CoD, the Secretary General of the Rabita Mohammadia of Ulemas, and the President of the National Human Rights Council who will provide opening remarks at the first day of the conference. Keynote speech will be delivered by Ms. Clare Hutchinson, former NATO Secretary General’s Special Representative for Women, Peace and Security. Day 1 will also feature a panel discussion on “Radicalization risks of social media”.
Day 2 will include two panel discussions: ”Importance of women’s participation in preventing and countering violent extremism” and “Promoting a dialogue of inclusivity and tolerance to counter extremist narratives.”
