The Community of Democracies and Ukraine Communications Group Form Strategic Partnership to Combat Kremlin’s Disinformation Campaigns Amid Russia’s War Against Ukraine
The Community of Democracies (CoD) and the Ukraine Communications Group (UCG) are proud to announce a new partnership dedicated to strengthening collective resilience and safeguarding sovereignty against the destabilizing actions of malicious actors in the information environment. Working in close partnership with Ukraine, this partnership will enhance the UCG members’ ability to uphold democratic principles and further strengthen their commitment to stability in the face of external manipulation and aggression.
The Ukraine Communications Group (UCG) initiative brings together partner countries and international institutions (Canada, Czech Republic, Estonia, Finland, France, Italy, Latvia, Lithuania, Netherlands, Poland, Romania, Ukraine, United Kingdom, EEAS -European External Actions Service) to address misleading narratives and foster a fact-based approach in the global information environment.

The war Ukraine is fighting is a war about fundamental values, and it is being fought not only in the fields of Ukraine, but also globally, over people’s minds. To protect information integrity regarding the war against Ukraine is tantamount to supporting the cause of democracy, justice, and rules-based international order”– said Dr. Mantas Adomėnas, Secretary General of the Community of Democracies.
Key areas of collaboration within CoD and UCG partnership will include:
- Strengthening Collective Strategic Communications: Through this partnership, CoD and UCG will promote a coordinated, multinational approach to strategic engagement and communication messaging alignment.
- Fund Management and Financial Accountability: Acting as a trusted fund manager, the Permanent Secretariat of the CoD will ensure the effective management of voluntary contributions, maintaining financial transparency and compliance with best practices.
- Administrative and Secretarial Support: The Permanent Secretariat of the CoD will provide essential administrative services to UCG member states, ensuring that their efforts remain focused on strategic priorities.
In February 2024, Dr. Mantas Adomenas, Secretary General of the Community of Democracies, invited Ukraine to start the process of assuming its rightful place among the free and democratic nations of the Community of Democracies.
