Permanent Secretariat of the Community of Democracies Signs Memorandum of Understanding with Taiwan’s Ministry of Foreign Affairs

The Permanent Secretariat of the Community of Democracies (PSCD) and Taiwan’s Ministry of Foreign Affairs (MOFA) signed a Memorandum of Understanding (MoU) on cooperation during a ceremony in Warsaw, Poland. The agreement was signed by Ambassador Jeff Y.J. Liu, Representative to Poland, on behalf of MOFA, and CoD Secretary General Dr. Mantas Adomėnas, with the Minister of Foreign Affairs in attendance.
The MoU establishes a framework for cooperation to advance shared goals in democracy promotion, human rights, support for civil society, and strengthening the rule of law. It reflects the commitment of both Participants to deepen exchanges, dialogue, and joint initiatives in support of democratic values.
Secretary General Dr. Mantas Adomėnas highlighted the significance of the partnership:
“Taiwan is at the frontier of democracy in more than one sense. Taiwan not only faces daily threats to its democracy, but it is also at the cutting edge of democracy’s global development: innovative democratic practices for the 21st century society are created there. Therefore, deeper cooperation with Taiwan is of paramount importance.”
Minister of Foreign Affairs Lin Chia-lung underscored the importance of the agreement:
“This MoU is more than a document, it represents our mutual commitment to cooperation and affirms our shared belief that democracy remains the strongest foundation for peace, prosperity, and dignity. In Taiwan, democracy is in our DNA. It shapes our identity, guides our decisions, and inspires our contributions to the international community.”
The CoD welcomes this important step and looks forward to continued collaboration with Taiwan and all its partners in advancing freedom, democracy, human rights, and rule of law worldwide.
