November 13, 2025
On 13 November 2025, the conference “Baltic Sea Security – Shared Responsibility of Democratic States” was held at the Senate of the Republic of Poland, co-organized by the Community of Democracies (CoD) and the Defence Committee of the Senate.
This event marked the fourth joint initiative between the Community of Democracies and the Defence Committee, reflecting a continued commitment to advancing dialogue on security and democracy in the Baltic Sea region.
Key messages from the conference underscored that the war on Europe’s eastern frontier is global in its implications, that the Baltic Sea region faces growing threats to navigation, infrastructure, and stability, and that democratic states must act together in solidarity to address these shared challenges.
The keynote address was delivered by H.E. Radosław Sikorski, Deputy Prime Minister and Minister of Foreign Affairs of Poland. Other speakers included leading experts and policymakers:
-
Małgorzata Bonikowska, Centre for International Relations
-
Maciej Bukowski, Pulaski Foundation
-
Heikki Autto, Chair of Finland’s Defence Committee
-
James Black Bednarczyk, RAND Corporation
The discussion was moderated by Marcin Terlikowski, bringing together a high-level exchange on the intersection of security policy, democratic resilience, and regional cooperation.
The conference reaffirmed that strengthening democratic cooperation is integral to ensuring both maritime security and the protection of democratic values and institutions across the Baltic Sea region and beyond.
